With the conversation that was happening over the damage perks, YMD let me have a look at an idea that he's had, which I think is pretty cool. He and I are both unsure of the balancing, but that's why I think people should have a look at it, see what others think. I think YMD's on the right track with this, personally.
Straight Shooter I +1 dmg
Straight Shooter II +2 dmg
branch 1
Deadeye III - +3 damage, increased to +5 if the target is at least 10 feet below you in height difference
Deadeye IV - +4 damage, increased to +6 if the target is at least 10 feet below you in height difference
Sniper V - +5 damage, increased to +7 damage if the target is at least 10 feet below you in height difference and gain+2 ab when attacking enemies from at least 120 feet away that are not attacking you
Headshot V - +5 damage, increased to +7 if the target is at least 10 feet below you in height difference and +12 if the difference is 20 feet or greater
branch 2
Sharp Shooter III- +3 damage, if your bullet is fully negated by armor do 10% of the total damage absorbed rounded down as wounding damage
Sharp Shooter IV - +4 damage, if your bullet is fully negated by armor do 15% of the total damage absorbed rounded down as wounding damage
Killer Instinct V- +5 damage, if your bullet is fully negated by armor do 20% of the total damage absorbed rounded down as wounding damage and gain a 50% movement speed increase for one round
Leaden Innervation V- +5 damage, scoring a critical hit with a ranged weapon heals you for 4% of your total health and restores 8% of your stamina
