How is damage for activated abilities calculated?

I've noticed on a couple occasions now that Crippling Shot II crits for far less (40s vs. 100+) than a hunting rifle, while on the surface appearing to only have slightly lower numbers than the HR. Do abilities use the same crit multiplier as the weapon, or something else? Do weapon mods and various passive abilities or damage from skill ranks count toward abilities?
