As current this feat line provides +1 Armor and -1 to enemy armor per level of it taken when in block mode.
At one point I had all the way up to the 4th tier of this feat line and it was not appreciably effecting my toughness, especially when for 0 feats I can switch to a heavy shield which gives me a base of 4 armor even at item level 1, and also +4 higher block. This leaves me to thinking this may need tweaked. I have a few ideas.
1.) Change the bonuses so that the PC gains the bonus armor even when not in block, this allows allows feat investment for sub-par passive defense increase as compared to a shield even when not using parry. Remove any other bonus
or...
2.) Change the progression in block mode to increase the armor as it does currently, and replace the enemy armor penalty with a bonus to block starting at T3 of the ability so that T5 looks like : +5 Armor, +3 Block while in Parry mode. This would fit as the character is essentially training their defensive swordplay to be more reliable when parrying incoming blows, and has the mechanical benefit of making the 3 parry attempts each round more likely to succeed or trigger a counter attack.

3.) Change the progression in block mode so that starting at T3 instead of penalizing enemy armor, the reposite attack gains +1ab. This plays best into the idea of 2-handed combat play, where one is looking to trade taking lighter blowers for dealing larger ones. T5 would look like: +5 Armor, +3Ab on Reposite Attacks when in block. (This is my favorite)
or..
4.) Combine options 1 with 2 or 3 so that at T5 the PC gains +5 armor regardless of block mode or not, but then inside of block mode gains an extra +3 to Blocking or Reposite AB. (This is probably too strong)
