I brought it on discord earlier, but I am posting it again here for officialism.
I would like to suggest that instead of sneak damage bonus, that the Sniper Scope could act similar to Darksteel, by providing a cumulative bonus over time.
I would suggest that the bonus accrues at a set rate per round up to a fixed maximum, but unlike Darksteel generates passively and is reset on both movement and on attacking/hitting a target(whichever works better), to increase crit chance and damage.
This would make the weapon favorable for less frequent fire-rate with more reliable crits, while still letting the weapon function as an unscoped weapon if a higher rate-of-fire is required. It would also prevent 'doubling-up' on a given modification bonus (in this case Sneak Damage), which I seem to recall we have attempted to avoid in the past.
