This is not available on my list of things that can be made from Dragon hide.
Seems it should be.
Currently I see helm, gloves, boots, chest. With 5 potential tiers (and drops), a shield would be #5.

I think that this might actually be better as a 'Surface' or 'Material' Mod for shields instead. Stretching a hide over a shield isn't unusual. Also, you require 5 hides to make a full set: Torso armor and Shields take 2 of the chosen material, so unless you upped it to 6 or 7 hide per person per dragon someone is going to be running without a complete set.

Each Dragon piece requires only 1 of the dragon hides. The piece takes the appropriate metal or leather numbers, but only 1 hide. So that's not a consideration.
Essentially the Hide is a cover. So simply adding the shield makes the most sense.

Every torso armor requires two of the associated materials, and dragon-hide is not an exception to the rule that 5 material is required for a full set. This is evidenced by both the 2da (entries 112-117) and easily verifiable in-game as the screenshot demonstrates, where a rank 1 light red dragonhide armor is asking for 2 red dragonhide. Second, if the hide is merely a cover, why does it need it's own item? doesn't that suggest it's a surface addition? Attachments:

^Hmm. Seems I didn't check it deeply enough.
I'm uncertain to why it loses a property. That means it needs 2x boss kills and a lot of money for a slot loss (which usually contains an important associated mod, such as the fire pool removal mod).
That would explain why no shield was put out.
I'm not that convinced that the chest is worth that investment, though. I tested Leira on some of the tough fire stuff (Leira apparently wears a full set of RD for ~50% fire resist) and generally she folded faster than an elephant sitting on a lawn chair due to the overwhelming elemental -even with a resistance potion in her. She did last slightly longer than the others. However, it's often an issue of mostly avoiding the stuff to survive, and healing a lot... which Npcs don't do well.
TLDR:
Give the dragon armor back the lost slot and never mind adding a shield.

It loses the slot because the 35% elemental immunity wasn't meant to stack with the 15% you can get from that slot.

Basically, just think of the dragon armour as already having the “Resistance” mod slot filled in that also happens to make the armour look cool.

Originally I thought that might be the reason, BUT
-it's not the same slot. The Padding Slot contains the elemental selections, which are simply not available for the Dragon Armor. So I'm still confused to why it was removed.
ie, it has the Padding slot (in which the elemental resists are a category), but not the Plating slot.

While I would not support Dragonhide armor having the same number of mod slots as normal torso armors, I would support them getting an Active slot, as currently they have 2 mod-slots (Material, passive resist) to normal armor's 4 (material, passive resist, passive misc, active).

I don't think the plating slot makes a ton of sense either, but I could see adding the attachment slot to give them activated abilities.

The attachment slot definitely makes sense.
The plating does make sense with restricted options (much like is done with the padded slot with elemental resists). Logical mods in this category include Camouflage, Sound Dampening and possibly even Biting Scales (considering it is made of scales). And maybe some other mods in this slot that I'm not familiar with.
