After playing around with the launcher, I think it would be much more practical to have it as direct target instead of ground.
Not only would this make it a bit different from grenades, it would also be a versatile option. It certainly would make it more practical imho. It does have a CD, so I don't think there would be any issue of power increase.
Sometimes in hectic battles, targeting a mob is better for lag and stuff.

I find that the Grenade Launcher's practicality is that you get perfect placement of the grenade at distance instantly, and that placement is often centered somewhere other than perfectly on a target when in a moving melee. (For example, placing a concussive so it doesn't hit your allied melee, but does hit the three people they are fighting) Snap-to-target *in addition* to ground target might be useful, but unless you are queuing a launcher after an auto-attack or some other ability usage, there really isn't any time for the mob to move.

The drawback of not being able to snap to a target is intentional.
