It occurred to me that when we had the Extinguisher item, it was available to everyone.
However, when we removed the item and made it a glove-mod, it's now nigh-impossible to obtain.
I would like to suggest that this utility/damage mod be made available at the Crafter's Guild Engineering Vendor.
