Rotary Action on a shield drains stamina on use, but even on a hit there isn't a damage roll output and no damage is done.
To account for the possibility of the cause being DR negating all damage and masking the output, I tested this first on a mangy sewer wolf (not known for stellar DR), and then on James Frazer with armour, then James without. The results were the same in all 3 cases.

Still not getting a damage output (or any damage) from Rotary Action on a shield.

Found another bug, the multiplier was set to 2 and not 200 as required, should fix the problem.

Rotary Action has output now, and the first few times I used it against deaders it does deal actual damage. Other times, though, the output displays 1 point of damage that's absorbed by damage immunity, and the enemy's damage reduction absorbs zero damage. Not sure if this is an output glitch (correct damage being completely nullified) or the clicky sometimes only dealing 1 damage.
Currently Rotary Action is supplemented by shield spikes for the additional shield bashing damage (but turns damage type to piercing, thus damage immunity markers). I may need to get a vanilla rotary shield later to see if spikes are conflicting somehow.

Documentation of the shield proc only dealing 1 damage: Doesn't happen all the time. Sometimes I can get a number greater than 1, but not very often and I have no idea how to replicate it.

Any ability where the target gets an armor roll multiplier can do 0 damage if the target's armor roll is twice as good as your damage roll. The way it works is their armor roll is subtracted off your damage, then they get the same armor roll again when you deal damage to them. A damage of 0 gets bumped up to 1 but it never matters because the target for sure has an armor roll of 1 or higher in that event.

So working as intended. Output makes it misleading, though, which may be problematic for others.
