Tested it and there were no issues with the duration. What are you seeing in game that makes you think the duration is not right?

When I used it I was seeing the movement penalty only applying for a few seconds, and was unable to see the minimum armor roll bonus at work despite it having an opportunity after a few rounds. A screenshot of it gone in 5 round or less here, I saw it last 3 or less last time. It's hard to capture though as it costs so much in batteries to test adequately. If the intended duration is just a few rounds, then it's not really worth the trouble though. This test was done with just a plate chest piece and block mode providing 2 minimum armor, the tesla mesh should have brought it to 6.

Maybe it only works in some areas like the black blood? The test above was in teh deep sewers area.

I'm going to add some text feedback to see if the issue is related to the system thinking it's turned off or the effect somehow not working.

Tested numbers on this, and Tesla Mesh seems to last for 50 seconds when charged by 16 batteries.
In comparison, Lightning Whip, for 16 batteries, lasts for 140 seconds.
Of note, James has Gadgeteer 2, which should decrease fuel costs by 20%.

In my test it lasted for about 40 or so seconds. Not even long enough to bring one enemy down to 2/3 hp. when it was a 3v3 in the desert barrow, and all of us were focusing on the same target.
