As far as ideas went, it wasn't the absolute worst he had ever had. At least, those who knew more about these things hadn't looked at him as if he were an idiot.
A start, then.
The idea itself was fairly straight forward. The question had always been how to deliver medical treatment to a needful patient while keeping the medic safe, and free to stay both aware and readily able to change targets.
The first solution was to use special purpose ordnance to administer draughts in an area. A reliable method in moat circumstances, save that sometimes an individual was separated, and sometimes an enemy would benefit. Useful in some circumstances, but not ideal.
Injection was the standard for close range administered potions, but not ideal at range, where it would have to contend with penetrating armor.
A glass orb, though, loaded with a payload of pre-aerosolized curative could be broken on impact with a target, and if under sufficient pressure, might contain enough payload to create a small cloud sufficient to envelop the target alone.
Four the sake of ease and speed, a chassis would be needed that could fire at a decent rate, with a caliber that met he requirements for payload delivery.
To avoid squibs, broken ordnance, and jams, and due to the lack of necessity of penetrating power, gunpowder was optional.
An air pressure, lever action pumped chassis with the pressure pump from a dive helm, loading clips of prepared ordnance.
It might work.
He began to assemble the team. And the funds.

Kitara smirked at Emmanuel as she entered. Hold up low quality crossbow with the predictably weak draw.
"Vhy no just put your little ball of stuff on von of zese and shoot it? If ve can make a boltcaster, can make a ballcaster, yes?"

Emmanuel glances up from some light sketching to look toat Kitara. He considers for athe moment before answering.
"Two reasons. First, the sudden application of force along the string on the orb might cause the glass to fail prematurely, and secondly, the aim might not be sufficiently true. A lightly rifled barrel might give better performance for the desired result."
He looks over the crossbow a moment.
"We might well need an underwater method though, and that would be a ceossbow with a dart-syrette system, I think."

Kitara laughs and heads for the benches, getting things cleared and put away.
"You and your guns. You vill get vhat ve manage to make. And making a vay to shoot glass balls off crossbow seems easier zen making new vay of firing guns zat does no take gunpowder."

He offers a chuckle as he returns tobhis work, looking over the sketches.
"Yeah, ultimately, I will. My thought was, though, to use.proven technologies. We already know how to make hand-powered air pumps to pressurize a tank. We know how to relrase air in order to effect movement - just work it together, was the idea. And by we I mean the, rest of you."

Doc had agreed to do so, and so some days later, he did just that, calling the involved parties together to do just that - drink and some food at the Sinkhole, to discuss breakthroughs, insights, and concerns.

He himself had spent the time before this meeting working in the tower - the custom glassware that had been initially described to him sounded fine, but he needed to test what kind of load might be deliverable in such terms, and that meant careful work in the tower aerosolizing potions and causing them to be loaded into various shapes and sizes of glass balls, to determine how much pressure could be loaded into such a round, how sturdy the rounds were, compared to weight and size, and how much of an actual payload each could deliver.
Samples of different orders of potions, in the three main metabolically short-lived varieties were prepared and put to the test, to ensure that they behaved relatively similarly under the conditions.

Carter came to this meeting of the minds with a large sketch book in hand, opening it up to reveal the work he and Kitara had started- The schematic for a launcher for pre-aerosolized tonics, meant to affect a single target, at a range. The initial thought of gun using a dive helm air pump to launch these tonics seemed to have been mostly pushed aside, a diagram and notes on a prototype he made showing that particular route would be inefficient and, at best, unpredictable. Rather, for the greatest utility, Kitara and he had thought perhaps a modification to be affixed to the rail of a long arm, or chassis of a crossbow would be a better angle to pursue. Taking the knowledge of how BB guns work, and some inspiration from an early firearm- A pistol of Elian descent known as a wheel-lock- the pair had designed something the pair had termed the “Crank-Lock Tonic Gun.” He’d explain how the crank would build air pressure quickly, and that at current estimations, the launcher could fire the glass round accurately at a distance of around twenty to thirty feet, though the pair had yet to whip up a prototype.
