Both of these areas seem to be giving under-level loot. At least after looting out over a dozen placables in either location, I've yet to find a single item over level 75. The areas are suppose to be a minimum of 80 and 85 respectively, not that I expect everything to be higher level; but I find myself going back into the same hole I did when I was on Wyler's level range and unable to find weapons high enough to decon.

I think the loot levels scale with some averaging calculation of your overall character...or something to do with character level. So if that is not in the range, I suspect the loot window can be lower than that area tier.
However:
Dwarven ruins: I never saw higher than maybe mid-tier +2. Detect needs to be in minimum range to see any of the decent nodes. There are a few easy-to-detect nodes with LL loot. I strongly suspect the loot tier needs a tweak here. However, I never figured out the boss door, and maybe that is where all the max-window nodes are?
Jungle: Definitely sees 95 loot at specific nodes. There are a few nodes maxed around 85? The traps and locks will be all tier 5, so if you fail that, broken items are pretty likely. Mostly high detect is needed for hidden nodes (detect range needs to be in window range). The the loot tier is in a very good place here.
Pyramids: Everything I saw there was under-tier by 2-5; I might have just got unlucky/and or missed a node that is actually in the correct range. I am suspicious, though, as I did do a few runs. Xp goes fine but loot needs a bit of tweak. As this is one of the last priorities, I figured patience and a bit more traffic will ultimately result in tweaks.
[I ran once with default text to indeed confirm the tier numbers on the Jungle chests - to see if my estimates were accurate. I do try to estimate the numbers after multiple runs when in character range.
Since I usually play with text size bigger and higher screen resolution - I usually never see that info - in rare cases some text overflows a size-restricted text box, such as loot tier description on chests.]

How far back do these observations run? I made a change to dwarven ruins loot not long ago.

Pre-tweak for me, personally (quite certain). It has been a while since I was in the ruins, once I met the window for the Jungle loot.

Post tweek as well I believe. I was in there for two days after the name change went in. My character's effective level I'd imagine would be somewhere around 84-86.

I think those areas are set up alright, might be a small sample size issue depending on how many you've seen. I'll try adding another hint or two to make getting to the second part easier.

Confirmed receiving rank 66 SMG, 66 heavy scale, 64 jezail, 65 health potion, and 70 stamina potion from Jungle (85-95)
This was James and Kitara in the Jungle Village, and the nodes were sufficiently high rank that we could only crack them with a Clockwork Detector.
For reference, Kitara can find the nodes in the Ruins without the Detector.
