So, Kit was asking that we mention if some mods seem better then others. This is my thoughts on the matter. Note that this comes either from theorycrafting, math, or from low to low-mid level experience. It's not perfect, but I think my ranking system takes this into account. Order is the one on the wiki. A few I spiked because I do not feel I know enough about them to make a judgement.
Ranking system :
1- This mod is pretty much useless. I'd almost would rather have nothing then have this.
2- This mod isn't really good. Either it's weaker then similar alternatives, or very very niche. Still, there's possibly a reason you'd want this, but definitely not on your main equipment.
3- This mod seems well balanced. It's either useful in a variety of circumstances who come up a lot, or fills a very important niche.
4- This mod is really strong. It's much better then alternatives the vast majority of the time. I would likely never use anything else on a character that can use this mod, except for very niche situations.

Weaponsmithing Mods :
Carbon Steel : 2 - This is weaker then most other metal alternatives, but it's useful for low levels or when on a budget.
Titanium : 3 - Solid pick for crit-focused melee characters, or ones who worry about weight.
Adamantium : 3.5 - I haven't done the math vs Titanium for crit-focused characters, but in almost any other situation, this is the gold standard for weapon materials.
Silver : 1.5 - I haven't used this yet, so I'm not sure how much more effective it is against silver-weak targets, however I have fought a few silver-weak creatures and was able to defeat them without using a silver weapon. This makes me think that the niche this material fills isn't so important. Would need a really big bonus vs silver-vulnerable to be worth it.
Mithril : 2 : - Useful for weapons that aren't made for auto-attacking much(Like a spear you carry for Firelance, or a Pump Shotgun) because of the weight Reduction, or against very high dodge, low-armor targets, like Animals used to be. Not sure if that niche is so important anymore. Still, it's a fine niche.
Blade Guard : 3 - The gold standard for characters who want to block. Not much to say here.
Mercurial Core : 3 - Same as above, but for DPS/crit focused characters. Good mod with a wide niche.
Barbed Tip : 2 - Bleed damage isn't as good as flat damage, especially on a high DPS weapon like a spear. But mostly, it's a mod without a real niche that takes up a slot with a lot of other better alternatives.

Gunsmithing Mods :
Extended Barrel : 2 - Like mithril, except there's not the niche of weapons you keep for active effects. Still, I guess AB can never be useless.
Forward Grip : 3.5 - In 90% of the situations, this is free AB. AB is really good. Only reason it's not a 4 is that Tesla Coil is a thing and takes up the same slot.
Reinforced Grip : 1 - This takes up the slot of all the good shotgun mods to make it a less sucky melee weapon. Too bad it makes it sucky ranged weapon instead. Use a Gunblade or Shotgun-axe instead if you're tempted by this mod.
Ammo Clip : 2 - Hesitated to put this a 1, but it's not actually useless. It just takes up the same slot as some really strong mods, and doesn't really fill a niche.
Iron Sights : 1 - If you're going to shoot from close range, use a shotgun.

General Armor Mods :
Insulation : 2 - Cold damage just doesn't come up often, and this doesn't even protect as well as other elemental-resist alternatives.
Fireproofing : 3 - Fire is a really common elemental damage. This offers solid protection against it.
Camouflage : 3 - Solid general option for sneakers.
Cleated Threads : 1.5 - Small bonus against something that's pretty niche. This doesn't come up all that often, and when it does the effect isn't big enough to make a large difference. Only useful in very, very niche areas where knockdowns have a HUGE impact (Drowners).
Rifle Brace : 3 - Medium armor gunners isn't a giant niche, but those who are in it want this.

Tailoring Mods :
Kevlar : 3 - Good option for marksmen (Who don't get attacked in melee much) or in firearms-heavy areas.
Mesh Sleeving : 2 - Kind of like Cleated Threads, except the bonus is twice as large so it's twice as effective.
Sound Dampening : 3 - Good general option for sneakers. Nothing more to say.
Cured Leather : 3 - More for lack of alternatives then because it's really good.
Wyvern Hide : 4 (Body armor)/ 1 (Accessories) - On body armor, it's pretty much straight up better then Cured Leather in any situation. On accessories, it's straight up worst then Cured Leather in every (realistic) situation. Crit immunity just isn't very good on Light Armor.

Carbon Steel : 2 - Same as for weapons, this is the cookie-cutter basic material. There's almost always something better, but it's cheep and accessible and you can always default to it.
Mithril : 1.5 - Mostly useful on heavy armors, but heavy armor users pretty much accept that they're going to have a lot of weight and would prefer defensive options. Not a 1 simply because it's better then nothing.
Titanium : 3.5 - The best hands down for standard for medium body armor. More situational on accessories.
Adamantium : 3.5 : Best hands down for accessories that you don't need Adamantium bonus on. Huge bonuses on body armor more then make up for not being able to run in heavy armor.
