So, I like the Elder Scrolls approach to leveling up, and progressing skills. I'm having a little difficult wrapping my head around the different tiers of each skill, however.
Is each tier (Eg. Stealth II, Sneak Attack III) automatic, or does it have to be purchased by a feat/ability on level up? If a mix of automatic and purchased, could the list be divided into corresponding groups for clarity?

They are purchasable on level up.

^ but each ability also requires a certain skill level before it even shows up on your abilities tab of character screen.

You are also limited to 25 talents(feat-things), so keep that in consideration while planning your character out.[Edit]: Has been debunked! There's no cap on talents. |

I heard someone say that it will be possible to switch out talents at some point. True nor not? I picked some up early that I don't think I want anymore, and if I have to remake I rather do it earlier then latter.

I'm kind of wondering that as well, for the same reason, not sure if I wanted some of the abilities I took when I was just starting out.

Its not going to be fast to get all your talents , so you do need to prioritize but there is no cap so eventually you can get pretty much everything you want. My suggestion is to level everything even stuff you don't use.

There will be a soft cap since there are only so many skills and therefore so much XP that you can attain. I don't have the full details of how much total XP is available and how that translates into total levels you can gain, unfortunately.
