I've been testing various skills. I have a few at 10.
But I've noticed after leveling a few other skills to 5 that the difficulty has gone up significantly for areas that I have been in many times (within the appropriate level of dungeon). The character xp hasn't gone up that much, considering most of it has been leveling 0-5 skills.
I was assuming difficulty was set at overall xp, but now I'm wondering if it is based on total skill? Armor, grenades, 50 hp shield bashes(after DR), and 20+ damage hits (after DR) are quite the steeper challenge since the last few runs. RNG, maybe.
How is mob difficulty scaled?

Armor and weapon loadout seems to be mostly random. Sometimes you'll get mobs wearing paper-thin light armor, sometimes indestructible heavy armor. Sometimes they'll tickle you with a whip and a dagger, sometimes they'll smash your face in with a claymore.
As for mob actual level, I believe is scales mostly with what your highest skill level is.
