Fairly simple, likly an oversight.
Some skills require 1 in the skill in order to take the level 1 feat - for most skills, this isn't a problem.
But for say, healing and animal handling it can be very difficult to then get into these skills without the appropriate level 1 feat.
Suggest making all abilities available at character select to be available for all characters, all the time.

I think the current set up was chosen so that people aren't presented with a list of hundreds of feats for skills they have no interest in. Personally, I would rather have it be a little harder at the start than to always have the whole base level feat list sitting in my menu for all of time.
It should be noted that at character creation, some feats can be picked with 0 skill ranks.

I think the OP's intent was that those abilities that are selectable at creation should also still be selectable in the game proper without needing to get the relevant skill to level 1 first. Correct me if I'm wrong.

Yeah I think that's a good middle ground. Anything on the list of character creation abilities always being there.

The main point is especially for Animal handling - which as far as I am aware, is a skill impossible to level if you dont have that feat.

You can get a Shepard without having anything in Animal Handling and it will train your skill.
