Okay, I know you've dropped the ranged AB of mobs to accommodate for the fact they don't reload but...
When you watch a party of 5 get wiped by 2 gunmen because they hit for 20 on every shot (regardless of armor it seems) with 9AB every time they fire.... I think something ought to be addressed about it.
This was in the bandit place right after the most recent update.
EDIT: Checked the combat logs, the bandit gunmen had up to 13 attack bonus. 13 is... well, like proficiency 50 + level 50 weapons for players, right? Can take screenies if needed.

Bump, as it's still an issue. The dreaded "Crossbones" (Edit: crossbow wielding undead) as we've come to call the spawns in the crypts can wipe parties if everyone doesn't focus them immediately. The pistol toating undead too for that matter, though they're a little more insulting. I want a pistol I never have to reload and doesn't seem to have a problem getting past armor, too! =O Mine just bounces off all the mobs.

The crossbow is more an issue because its a 3-4 shot kill for anyone it focuses. Rarely misses, goes right through armor, and the thing doesn't have the stamina limit on reload. I could shoot one bolt, reload and shoot one more time in a fight. This Crossbones will just keep plunking.
