Got tier 4 on diver (150xp and all that) and the loot was depressing as hell. Top item was (23) Light Plate Helmet with Carbon steel. Other items were a blank (12) Morningstar and an acid gland.
I was under the understanding that bosses had their own loot tiers and it's not restricted by zone tier? Apart from the xp for the next tier, it would seem it certainly is not worth battling a boss for the loot.
In fact, I collected more valuable piece loot coming back up from the diver and looting on the way back to town!
Details: Solo kill with henchmen help.

At lower ranks, the loot from a boss is certainly may be worth very little to over-leveled characters. As the rank improves, the boss loot gets correspondingly better.
Keep in mind that the Diver is by far the easiest boss, with somewhere between 8 and 10 tiers and grant 150 XP each, while most other bosses are at the end of party-oriented content, start at a higher level, and tend to have only 4-5 tiers each granting significantly more XP.
The result is that the value of Diver loot will progress a bit slower, but an over-leveled character has incentive to complete the boss to get the treasure up to something useful.
If you received loot higher than rank 23 with one mod in a 5-20 dungeon, that sounds like a different bug.
That said, I do recall a conversation/thread some time back suggesting the removal of "Clutter" items from boss loot; such as base metals, fuels, basic crafting reagents, etc. so that boss loot is more noticeably a reward, rather than a sub-optimal care package.

If tier 4/5 isn't worthwhile for loot, I can't envision the last tier being any better.
And yeah, pretty much anything is better than that loot: ore, any decent mod, decent money, decent armor..etc etc. All within the confines of the 15 skill cap of the zone (and therefore up to that value), yes.

Being able to solo a rank 20 dungeon and defeat a boss for CXP and rank 23 modded loot is, from my experience, worthwhile for someone in or slightly above zone.
Worthwhile for someone regularly clearing rank 60 dungeons? no to the loot, yes to the XP.
Party-oriented bosses have loot starting at the general baseline for the dungeon, and jumping in quality over larger steps than ones like Diver. I would suggest comparing rank 4 of Diver to, say, rank 2 of Shelob, and you will notice that the difference is significant.

I'm not sure how easy this would be, but in a semi-related line, could boss loot be made to drop items that your character actually uses, so that regularly killing high-tier bosses could be an alternative way to equip yourself that's not crafters? For example, if your highest weapon skill is two-handing, then bosses would only drop two-handed weapons.
