I propose that the block tree add a line of crit % chance reduction.
Imho, the block series is underwhelming and the biggest downfall of block is that crits ignore it. %cumulative dmg and stamina are pretty unimportant to the idea of waiting it out when luck is going to run out eventually.
Nwn2's random roll is semi-random and you can get strings of 20s from the AI. When this happens block is actually inferior to no block. With no block you actually might be able to do more offensive damage and potentially lessen the time available for the AI 20s streak. Especially with the tougher creature mobs, where two melee 20s in a row will gut you over 150hp, with significant armor reductions included.
Personally, I'm using block less the higher the tier, simply due to this effect. Although block scales decently in theory with the fewer attacks of EoA, this fatal block flaw is actually more pronounced on EoA due to the reduced HP and unique healing philosophy.

Considering how most thigns stack... that would be extremely overpowered with heavy armor.. like to the point it might be possible to become crit immune entirely.

Given the issues you raised it seems a damage reduction line for Block would be more beneficial than a critical immunity line.
Rolling a 20 only threatens a critical, another roll needs to be made to confirm it. Even a failed critical is still an automatic hit.
