This ability could use a buff in my view.
How about giving it 40/60/80% RPM scaling to compete with Run and Gun?
In that case, the ability would give you the following with a 10 RPM gun: III: 1 round per 15 seconds (still too slow on my opinion) IV: 1 round per 10 seconds V: 1 round per 7.5 seconds (not too flashy in comparison, eh?)
Compare the above with Run and Gun III: 1 round per 3 seconds IV: 1 round per 2 seconds V: 1 round per 1.5 seconds
While faster guns would allow you build up ammo more rapidly, Loose Change would still not eliminate the need to reload if you intended to empty your magazine regularly with the Hail of Bullets line.
[Please do let me know if my math is wrong here. I got these numbers by multiplying RPM with the percentage, for instance 10 with 0.4 to get 4. Then I divided a full minute (60) with that number to get how many seconds it'd take to get one bullet.]

Loose change allows, effectively, for a larger magazine capacity by the listed percentage, while run and gun requires rounds spent not shooting to maintain capacity. Both improve action economy, but in my experience, the focus is different: Run and Gun requires you to reduce overall rpm ( by constantly breaking attack sequwnce) and thereby outgoing damage at the boost of being able to reposition freely, while Loose Change increases effective rpm (by virtue of more time between reloads) and thereby increasing overall damage if one remains still and focuses on attacking.
As a result, Loose Change works brilliantly with larger magazines and slower shots, while Run-and-gun works optimally with the latter. They both effect that you dont need to use the reload *action* itself nearly as much, but I personally do not see them as sufficiently equivalent that their rates are the sole significant factor.

As being someone that uses Loose Change by and large with a carbine, I'd say the ability works perfectly well as is, especially whe. It comes to weapons with larger magazines. When using a carbine, I find that the couple extra rounds I get firing really help out, if only because it means I can go without loading in another mag for longer.
