It feels weird for this ability to take up your round since your character isn't really doing anything. It feels like it should be instantaneous. (Even if that means a small reduction in potency to compensate?)

Form an in-game perspective, I presume you spend those six seconds psyching yourself up, taking a few deep breaths, and regaining your combat centre.
From a mechanics perspective, every armor has one instant-cast duration ability, and one queued single-round ability. If Revitalise were instant action, then Dirty Trick and Taunt should become instant cast as well, which might not be appropriate.

There's also a balance issue with this, it's substantially stronger than using a round on potions so making it quick cast would just double up on that.
