I am supposing that this might be a PVP balance thing, but it appears that the poison effect from Pet Adders goes straight from being scary purple to annoying green as soon at the target PC hits maximum toxicity, without any apparent ill-effects.
I had Electrohydra have his pet adder attack me until my Tox hit max (200/200) in two separate tests. Both times, when my tox hit max, it flipped colors and started decreasing without any stun, vomit, or instant-death.
While I see that your toxicity is primarily a concern for PvP for potion consumption, as you will have people whacking you, it does seem inconsistent with other poisons.

Fixed, I just forgot to apply the damage effects to the target PC.

More of a suggestion:
I went through a pack of poison on [living] mobs and couldn't see any effect.
Is it possible to get feedback on this in the combat log? immune, poisoned, saved, damage ticks, etc.
