It appears that none of the spawn triggers in the Undersea Cave have any sort of timer between when one pack is killed and the next is spawned. As a result, our group was forced to fight the Merman Warlord twice in five minutes, when one of our members retreated a bit too far and tripped the spawn trigger on re-entry.
[Ammendum]: We also fought the fish-men in the first cave three times, and the snake-men after the tomb twice, due to how movement and retreat paths worked.
