I've noticed that my Tower Shield with Carbon Steel provides no actual armor bonus when equipped. The following changes occur: Minimum Armor increases by 1, while max armor does not increase at all.
When I equip an equal ranked tower shield without Carbon Steel, my minimum armor increases by 1, while my max armor increases by 11 as expected.
Both also tend to set my dodge bonus to 14, which should otherwise be 11 with adamantine plate. I do not know if this is related.
will add screenshots later, if it is't solved by then.

Not sure if this will fix it but there was a problem with the special material 2das for shields that I'm fixing next update.

This seems to be an expanding bug. Tower Shields no longer provide James *any* Max-Armor bonus.
This seems to be a character unique issue, as other characters I have handed these items to receive all armor bonuses. Specifically: Kitara, who wears heavy armor, received the bonus. Allison, a light armor user, also received the proper bonus.

After some testing, I have observed that the Tower Shield armor bonus specifically does not stack with Plate Armor Torso that have material modifications
Results of various situations when equipping tower shield. No armor: Both Min and Max Armor increase Adamantine Plate: min armor boost, no max armor increase Mithril Plate: Min armor boost, no max armor increase Titanium Partial Plate: Both Min and Max Armor increase Plate Armor (Unmodified): Both Min and Max Armor increase

I have determined that the equipment in general stops providing a bonus if it would push the user's total armor past 69, so 70 or higher.
I observed the behavor with the following armor set: Rank 75 Adamantine: Plate Helmet (7 armor), Plate Torso (40 armor) , Plate Boots (5.2 armor) Rank 73 Tower Shield (11 armor if based off Block of 62) switching between rank 29 Plate Gauntlets (3.6 armor) and rank 50 Heavy Scale Gloves (4 armor) James has Heavy Armor Fortitude (3 armor)
The adamantine kit adds up to 55.2 armor. Add on the Plate Gauntlets and Tower Shield and has 69.8 armor, which shows on my sheet as 69. If, instead, I add the Heavy Scale I get 59.2 (shown as 59), and if I add the Tower Shield, it should go to 70.2, but displays only 59 still.
Hold the Line seems to have no difference here, as it does allow me to push my Armor value to 70 or higher assuming that my permanent armor bonuses are 65 or greater.
