I'm using a suit of level 70 titanium partial plate with Heavy Armor Balance 4. I should have a minimum armor roll of 4 and I am noticing that I am rolling armor checks of 1, 2 and 3 at times which should not be possible.

What does the character sheet say?

Charactersheet says 4-54 armor, even when this is happening.
