Currently, it does not appear on their item cards anywhere, but all shields provide bonuses to Dodge in addition to Block.
Small Shields provide 1 Dodge, Medium Shields provide 2 dodge, and Tower Shields provide a substantial 4 Dodge.
I think these bonuses should be removed from the baseitems.2da under BaseAC, or listed on the item cards. I am a proponent of the former, since I think it might be what throws off NPC Dodge values at times. Since they are additive, it would allow a character in Padded or Mithril Chain Shirt with a Tower Shield to reach a 30 Dodge rating.

Setting those to zero doesn't work. There's code in the stat system intended to remove the bonuses if a shield is equipped that seems to work most of the time. I'd need specifics to figure out when it's failing.

It looks like shields no longer provide armor bonuses correctly.
However, as a side-effect, having anything that is not a shield in the off-hand (so dual-wield, or holding a torch) apply a -4 Dodge rating (apparently capped at a minimum of 10).
