As far as I can tell Sneak Attack (I) - don't know about the others - doesn't work. I have tried everything in regards to making the opponent bleed, but no matter how long I stay near an enemy undetected, once I attack there's absolutely no bleeding damage at all. I have tried doing it from the rear, thinking maybe it's a positional thing, I have tried different weapons, but the bleeding damage just doesn't come.

Could you post more details about the enemies, your build, the weapons you're using, and also whether or not you're seeing the dark gray sneak attack text pop up on hit?

Beggar's Cross - Sewer Wolves - Sneak Attack works. Spider's Nest Sewers - Sewer Wolves - Sneak Attack doesn't work. Spider's Next - All spiders - Sneak Attack doesn't work. Graveyard - All undead - Sneak Attack works. Crypts - All undead - Sneak Attack works.
Tested with Unarmed and a Staff, the grey Sneak Attack text popping up in all cases.
Damage overall is too low though. 10 damage over 10 rounds when enemies have 80+ HP isn't going to cut it. You want Sneak Attack to help you take down a single enemy FAST, not by attrition.
Also, and this is likely a bug, Sneak Attack triggers on every enemy you attack for the first time, as long as you were stealthed next to them before combat started. You don't have to re-stealth.

When i first started playing, around a week ago, it didn't matter what weapon I used (well I only used melee, then), when Stealthed, if I managed to connect an attack right away, the enemy would bleed for 1 damage.
Now, I have tried using all available weaponry, and Sneak Attack pops up, sometimes even when I'm not Stealthed like how it would in vanilla NWN2, when the enemy would be reloading, etc., the difference is that the enemy is not reloading/drinking potions, it just pops up.
The bleed damage never comes up anymore, like I said, with all melee weapons. My build is mostly a Sneak based one, I sneak up on the enemy and wait for a while without being noticed. Then I go attack and nothing happens other than normal attack damage. The description says that it accumulates a Sneak Attack Pool every round, so I guess I'd have to be stealthed next to a fighting enemy? If that's the case then it's counter productive, since the damage isn't great enough, like mireigi said, to warrant me waiting for 5 rounds only to deal 10 damage every round.

It doesn't deal 10 damage every round. It deals 10 damage over 10 rounds, that is 1 damage per round. Currently a complete waste of time, aside from using it to level Stealth in the hopes of gaining more damage later on. Sneak Attacks are currently a longterm investment, there is no tangible shortterm pay-off.

Rats, Large Rats and Toxic Sewer Spider in the Upper Trade Quarter Sewers does not take damage from Sneak Attack, although they do trigger it (text shows up). At least not for Unarmed or with a Staff.
Edit: Bandits in the bandit hideout past the UTQ Sewers also do not take damage from Sneak Attack despite it triggering.
