This might have been a string of bad luck on my part, but I just had 3 skill gains from hitting rats in the sewer, over about 14 attacks, all of them doing damage. Then I go to the crypts in the graveyard, and bash away on a skeleton for a while. After 20 hits, all of it absorbed by the DR of the skeleton, I haven't gained a single increase in the same skill.
The crypts are significantly more dangerous than the sewers, and should award more skill per hit.
As it is, it seems like only hits that damage the target will actually net you skill gains. This is counter-productive, since you should be gaining experience with a skill regardless of doing damage or not, as long as you manage to hit your target. Unless changed it will also hamper the gameplay at higher levels when you might be looking towards increasing the level of a lower skill, but due to your higher character level, you're not able to deal enough damage with your equipped weapon(s) to break the monsters DR.
It also discourages experienced characters from taking newer ones under their wing and showing them around in the city, and helping them improve their skills, since the lower levels contribute to a larger party resulting in higher difficulty, but with them not contributing anything, or even getting better.
