So, I've heard SO many opinions on this out there. Nearly everyone I've spoken to seems to have a different idea on how skills leveling impact other skills from leveling.
So my question is, do or do not skills that are leveled impact skills that have not been used yet...... and if so, by how much are the leveling of those skills penalized?
For example, my character Grayson just hit 20 in one-handed, while his heavy armor and block are both at 19. I believe medium armor MAY be at 10 due to wearing tutorial armor for a while, but NOTHING else is.... anywhere near relevant.
If he were to swap to two-handed, duel wield or marksman, to try out some of the other varieties on this server..... would they now level slower, because he already started on one combat path?
Or, does each skill indeed level the same and only affect it's own pace of leveling? A high one-handed is harder to level than a low one-handed, but does not affect one from picking up two-handed and learning it at the pace anyone with 0 skill in it should?
It'd be awesome to get a finalized, solid answer on this.

You can start swinging two handed and it will catch up very quickly if you're using a decent quality weapon and hitting things which are challenging to you.
The "slow down" is that as you have more skills clustered around the same level, they decrease the maximum XP reward to your next talent level. So if you have 5 level 20 skills, as each one ticks to 21 you get less xp. Where as if you have 2 skills at 20, you get more xp per tic as they all go to level 23.
