As mentioned in the description: At skill levels 20 and 70 you gain an additional attack with your off-hand to match your primary hand. Either the description in the skills tab is wrong or it's not functioning as intended. I just hit level 20 and I don't have my second off-hand attack. Confirmed with some other players as well.

Seems like it isn't just a matter of the skill description having the level wrongly labeled.
