The wording of the explanation confuses me. It says you gain access to a third -10 attack at skill level 50, as well as two additional off hand attacks at 20 and 70. Dual wielding with 0 skill and a couple of level 1 weapons gives you an AB of +5/+0, so what would it look like at skill level 100? +5/+0/-5/-10/-15?
I also heard there's some kind of damage normalization going on between the weapons. How's that work?

I'm dual-wielding on Violeta right now. Sub-20, still, as I'm new, but what I ended up with, even with 0 skill, was +5/+0 in the main hand, and +5 in the offhand.
I imagine with that wording, you will end up with +5/+0/-5 in both hands at 70, for a total of six swings?

Your AB scales with weapons here. By skill level 100 you will have 15 AB on the main attack because the weapons scale such that they give +10 AB at 100 skill. Thus your spread will be (I believe) 15/10/5/5/0. Maybe.

you won't get your second off hand attack at skill level 20 btw. You'll get your second offhand around skill level 25 or 26 despite the description of the skill.

What's going on with the damage debuffs? Whenever I dual wield one of the weapons always ends up getting a physical damage penalty applied to it.

Look at the damage range of your weapon with the bonuses.... then do the math on your character sheet. It will add up
