Craft able cloaks, yes cloaks! Make it a utility item slot.
Environmental protection, from cold, fire, so on.
Ghillie suits
leather or metal plating for extra armor with heavy penalties to X or Y, so on.
An engineering property that gives them a "fan of knives" on use ability (See: self centered aoe, short range, heavy stam cost), or the same with a small incendiary effect.
There's a lot you can do with cloaks that fits the setting. And that's.. really all there is to say. These could all be armor properties too (Camo already is, certainly), but having more gear to find/upgrade is fun, at least in my book.

I would suggest even giving craftable backpacks their own benefits - weight reduction, increased capacity, once-a-day-rest-anywhere etc. etc.
