Sup guys.
As some of you might know, I had approved the use of flares for police. The thing is, I probably didn't explain the circumstances of their use properly, so I'll try to clarify it now. This also goes for all players, not just police.
- Flares and flare guns are cheap and easily obtainable. Assume that everyone has access to them, that includes all factions, and even random civilians. - Because they're easily obtainable, random flares going up in the sky are ignored by police 99% of the time. A random flare out of nowhere will only attract a small crowd of rubberneckers, and maybe a couple opportunistic crowders skulking around. - The only way you'll get proper backup with a flare is if you PLAN AHEAD OF TIME with your respective faction NPCs. In practical terms, it means flares are supposed to be a plot device for events, a way to signal NPCs. Even then, NPCs will have to be near to see them. - My idea with flares was they could avoid the awkward "I will go outside the building and warn our backup!" which would be simple enough in real life but in NWN2 means a lot of DM load (teleporting a player, teleporting as a DM, handling NPCs while other PCs are still inside and trying to do other stuff, etc, basically it's hard to handle so handwaving it seemed attractive). They're not supposed to be a "summon friendly npc" button.
Anyway, that's the gist of it. Cheers!
