The Heavy Armor Defense ability line currently culminates in an increased armor rating of 5. This averages to 2.5 fewer damage received per successful attack.
The Light Armor Defense ability line culminates in an increased dodge AC of 5. This roughly translates to about 35% less damage received (somewhat variant based on AC/AB and number of attacks).
This discrepancy is obvious, and I have three possible solutions for it:
1. Multiply the Heavy Armor Defense armor rating increase by a factor of 5. Tier I would grant 5, Tier II would grant 10, etc. This would result in a total armor rating increase of 25, resulting in an average of 12.5 more damage soaked per attack, and this would make Heavy Armor Defense comparable to Light Armor Defense for attacks hitting in the ~35 damage range, better as base damage goes down, worse as base damage goes up.
2. Treat the Heavy Armor Defense armor rating increase as a bonus added to the armor roll in values of 1/3/5/7/9 based on tier. This meaningfully raises the DR floor and helps manage the inconsistent RNG that makes heavy armor so frustrating to wear v. other armors.
3. Change the Heavy Armor Defense armor rating increase to a percentage of physical damage reduction, 4/8/12/16/20.
Option 1 is the most volatile of the solutions, option 2 is the most consistent, and option 3 plays the nicest with low damage values.

Light armor defense has not noticeably worked for me since the server started.

Same here, working for me too -- though I've gotten around the "helmets are ugly" problem by using a template to turn Violeta's leather helmet into the tinted specs she wears.
