Anyone remotely familiar with the CCPD will have heard that there's been some heavy reorganization going on recently - this is due to the creation of a new type of division, and some shuffling around of high ranking officers in the Trade Quarter Precinct as a result.
Due to political circumstances and widespread reports of jurisdiction issues following the Angel case and then issues at the Wards and riots in the Docks, coming from all precincts, all four CCPD precincts got together before the Council and the Assembly and signed the Cross-District Police Effort Act.
The concept of the Cross Divisions is now a reality - divisions of police independent from precinct jurisdiction, with their own power structure and hierarchy. The 1st Cross Division is the first of its kind, under the control of Colonel Frank Bannerman, previous second-in-command of the Trade Quarter Precinct.
