Perhaps initialize sub forums for the bug report forum by system/category? I could barely find a bug report I was looking for. I can't imagine how PE manages to find all the bug reports related to 1 system when he's working.

That wouldn't really be a helpful way to organize it. The only useful split I can think of would be based on whether a bug is a quick fix or needs some sort of big structural change to address. I don't think anyone (myself included) is able to split them that way without actually digging in far enough to outright fix the easy ones.
Should probably set it up with somewhere to put fixed bugs, though, to avoid clutter.

If you were to do the original idea, based on what I've seen in the forum, here's my suggestion:
Calidor City: Entrances/exits, vendors, npcs, inn rooms, etc. Dungeons: Loot, monster spawns, entrances/exits, mechanics. Skills: When a skill isn't leveling/working correctly and crafting. Attributes?: In relation to any health, stamina, or carry weight issues. Inventory Combat

Easier solution would be to just use labels.
