So I was pretty interested in making a character that uses Sneak Attacks, but I've been reading and testing and things seem somewhat confusing.
Descriptions mention 3 terms : "Maximum Sneak Attack Damage.", "Sneak Attack Damage" and "Maximum Sneak Attack Dice Pool". I'm not sure, but the first (From the Stealth skill description) might be the same as the 3rd? If yes/no, what do each of these terms mean?
Also, (Without Flanking Attack), what conditions must be met to trigger a sneak attack?

I could use this as well. I have been unable to get a sneak attack all day, using a rifle from stealth on targets not in combat from close range.

Proccing sneak attacks should work like it does in nwn2. If it's not working for certain weapons and distances it's probably bugged in some way.

Initial attack from stealth, mob not in combat: Subsequent attack from stealth, while mob is in combat with companion: The very next attack I get a SNEAK ATTACK NOT VALID warning, but obviously I'm detected at that point. I only seem to get this warning after I've built a sneak pool that didn't get applied. As an aside, it is sometimes difficult to tell which mob the pool is built against since they all seem to share the same name in this place, with the exception of the Drug Lord. I have always gone for the closest one within line of sight.

I wouldn't worry about trying to interpret the text, it's basically meaningless without being able to open up the script and look for yourself.
I did put in a couple things that might address the issue as well as a bit more debug text in case it doesn't work.

That seems to have done the trick. Sneak attacks are proccing regularly now. Out of combat health regeneration doesn't seem to be working now, though.

Health is definitely regenerating again, but sneak attacks are back to not working.

Any chance you could grab a screenshot or two of that with the relevant debug text? I had it working on the server a couple hours ago with potentially different stats and equipment.

Did you try with both melee and ranged or just ranged?
Also did subsequent attacks with the same weapon show the F=0 message as well?

Yeah for sure, game seems to think that your attack didn't deal damage.

Could this be something to do with the way that ranged weapons behave in the base game - where you need properties on the ammo, not the weapon?

Likely, but there are already scripts that are meant to handle that and it it wasn't working at least some times it would be impossible to get any ranged XP. I think it probably has something to do with when the server acknowledges changes in hit points but further testing tonight will confirm that.
EDIT
That was it. The solution was just to wait a bit until I'm sure that the damage has been registered. Seems to work fine in my test build so I'll push it to the live server next update.
