In something of a replication of engines.freeforums.net/thread/1087/rotary-action-damage , My recent testing of this shield mod since it was made instant-cast has been ineffective. I have: 33 One-handed skill rank 50 Heavy Shield with Rotary Action Tested on Spiders and rats. Given the delayed nature of when the icon greys out, I have not observed any attacks or damage from attempting to use the ability either when the ability is clicked or greys out. While I have been less directly observant, I have also not noticed any impact on my stamina when the ability is clicked or greys out.

I've used this a fair bit in battle. I only have 1 feat in the defensive bash line so I don't hit a lot with the shield...but when activated (and with a successfully hit) I do see the wound damage text in the combat log in black print.
The instant action has a slight delay to grey out and I can't say if it also has a delay for effect due to my low rate of bash, but it does work. It's only has ~ 2 round or so duration which makes it a pretty short window for the effect to occur. Depending on when activated, the current round may be almost expired which may mean it is only the next round for effect. I'm guessing the bash comes at the start of the round.

The issue in question it not specifically that the bash isn't working, but that there is no feedback on attempt. The result is that a silent miss is indistinguishable from not working, particularly when a low AB user targets a high Dodge opponent.

When you hit, you see the wounding text from rotary. When you miss, you see the text that shield bash has missed. You have up to 2 full rounds of combat to get a wounding hit, once activated.
Edit:
Unless....you are actually talking about using the defensive shield bash in Block Mode. I can't say for certain if it gives feedback in that mode as I have rarely (if ever?) used the Rotary mod in Block mode. I have used elemental shields in that mode and they did have damage feedback.

Ah. On re-examination of the issue, it appears that my shield had an old description of Rotary Action. Upon running %desc, it is quite apparent that the module slot requires a source of shield bash to use, instead of granting access to shield bash as it used to.
With that revision, it is clear that this is not a bug.
